Escola Bilíngue Salomão Watninck, em Porto Alegre (RS), a professora Cássia da Silva
comemorava na manhã desta terça-feira o dia que marca a luta pela inclusão dos
surdos na sociedade. Há exatos dez anos, o então presidente da República,
Fernando Henrique Cardoso, sancionou a lei que tornou oficial a Língua
Brasileira de Sinais (Libras). Embora o Ministério da Educação (MEC) recomende
que todos os alunos sejam incluídos nas escolas regulares, especialistas
concordam que o modelo adotado pelo colégio gaúcho, com foco no ensino bilíngue
da língua de sinais e do português, tem se mostrado o mais eficaz para garantir
o aprendizado dos surdos.</span></div>

Libras como língua principal, seguido pela compreensão da língua portuguesa
escrita. A professora, que também é surda, diz que a lei trouxe importantes
avanços no reconhecimento da língua de sinais pela sociedade. "Eu estudei
em uma escola de ouvintes, que tinha foco na oralização, no ensino do
português. Era muito difícil, tinha dificuldade para aprender. Só fui me
comunicar com a língua de sinais após os meus 15 anos. Hoje, os alunos são
estimulados a se expressar com os sinais e eles têm o mesmo nível de
aprendizado de uma pessoa que não é surda", afirma a educadora. Criada em
2008, a escola onde Cássia dá aulas atende alunos até o 6º ano do ensino
fundamental.</span></div>

Especializados da Universidade Federal do Rio Grande do Sul (UFRGS), <b>Adriana
Thoma</b>, a comunidade de surdos no Brasil e diversos especialistas concordam
que a inclusão desses alunos em escolas regulares deve acontecer mais tarde,
após as séries iniciais. "Pesquisas já comprovaram que alfabetizar um
estudante surdo em uma escola regular não funciona. Nosso ensino não está
preparado para isso", afirma. Segundo ela, esses estudantes não conseguem
acompanhar o restante da turma porque o foco do ensino se dá pelo português
oral. "A grande maioria não tem ninguém na família que conheça a língua de
sinais. Eles chegam na escola com uma necessidade muito grande e o ensino não
está voltado para atender isso, e sim para uma realidade bem diferente. Por
isso acabam tendo um rendimento inferior aos colegas, não avançam no
aprendizado e se sentem desmotivados em estudar", afirma.</span></div>

trabalha há 15 anos com a educação de surdos, o aluno precisa estar incluído em
um ambiente linguisticamente favorável. "A língua portuguesa escrita é a
segunda língua para os surdos, assim como o inglês, o alemão para nós. Se a
criança estiver em um ambiente onde todos usam a mesma língua, seja no pátio,
na biblioteca, na sala de aula, o processo de aprendizagem se torna
natural", afirma a educadora, que atua com turmas de educação infantil na
escola.</span></div>

diferença entre os colégios bilíngues e as classes especiais é que essa última
normalmente trata a surdez como uma deficiência, sem dar foco específico no
aprendizado. "Surdo não é deficiente. Não pode ser tratado no discurso da
educação especial. Muitas propostas de inclusão hoje acreditam que o aluno
surdo deve ser matriculado em uma turma de ouvintes, com um intérprete, e que
no contraturno deve ser feita uma atividade especializada de reforço, para
complementar o aprendizado com a língua de sinais. Essa criança que estuda o
dia inteiro vai brincar quando? Ela não precisa de estudo complementar, mas
receber a educação na língua dela, que é a língua de sinais".</span></div>

uma língua oficial, assim como o português, foi o maior avanço da lei que
completa dez anos. "É uma língua com estrutura gramatical própria, com
todas as suas características morfológicas, e que permite ao surdo alcançar os
mais altos graus do conhecimento, como ser médico, cientista, professor",
afirma. Segundo ela, outro avanço é garantir a obrigatoriedade da disciplina de
Libras em cursos para a formação de professores. "Claro que é preciso
avançar muito mais. Um professor que tem 60 horas de aula de Libras na
faculdade não se forma com o conhecimento suficiente para atender um aluno
surdo", completa ao destacar que as escolas, na sua maioria, não estão
preparadas para lidar com esses estudantes.</span></div>

da Educação (MEC) disse que trabalha para promover a capacitação dos
profissionais da educação, com diversos programas de formação em Libras, a fim
de garantir o ensino bilíngue no ensino regular. "Esse conjunto de ações
resultou no crescimento do número de matrículas de estudantes público alvo da
educação especial em classes comuns, que passou de 28%, em 2003, para 74%, em
2011", afirmou o MEC.</span></div>

diferenciado na Escola Municipal São Judas Tadeu. Segundo a coordenadora-geral
do colégio, Antônia de Lurdes Almeida, os surdos não se sentem excluídos dos
demais porque todos aprendem a língua de sinais. "Os professores oferecem
capacitação para os pais e para os alunos que queiram aprender a sinalizar e a
procura tem sido muito grande", afirma. Segundo ela, é comum encontrar
surdos se comunicando com os colegas ouvintes pelos corredores da escola.</span></div>

especialistas em Libras. A escola conta com estudantes surdos desde 2005 e a
coordenadora aponta que o desempenho vem melhorando ao longo dos anos.
"Percebemos que hoje o aprendizado desses alunos está mais fácil, porque
os professores estão mais preparados para ensinar com uma linguagem mais visual
e os colegas também estão mais interessados em aprender com eles. Isso
incentiva". Ela acredita que compartilhar o ensino de português e o de
Libras com todos os alunos pode ser uma solução para evitar que os surdos
sintam-se excluídos em uma escola regular.</span></div>

bilíngue de Porto Alegre os alunos comemoravam nesta manhã o fato de aprenderem
sem serem tratados como "deficientes". "Quando eu era bem
pequeno, estudei em uma escola de ouvintes. Mas eles falavam demais e a
professora dizia que tudo o que eu fazia estava errado. Minha mãe sempre era
chamada na escola, até que ela resolveu procurar outro lugar para mim e encontrou
o Salomão (a escola bilíngue). Eu adoro essa escola, aprendo o português,
brinco, tenho aula de educação física, de artes. A professora sinaliza e tem

<span style="font-family: "Courier New", Courier, monospace; font-size: small;">Este trabalho apresenta resultados parciais da pesquisa, cujo objetivo geral é conhecer e problematizar as condições de possibilidades da educação de surdos na rede pública e privada de Porto Alegre e região metropolitana. Fizemos um levantamento de dados de matrícula dos alunos surdos nas redes mencionadas, no período de 2007 a 2010, que aponta para uma diminuição na matrícula desses alunos em todas as redes de ensino. Além disso, promovemos um curso de formação continuada para professores de surdos no segundo semestre de 2008, no qual os professores participantes produziram escritas sobre suas experiências docentes na área. Para o segundo semestre de 2011 está prevista uma segunda edição desse curso. Também aplicamos questionários nas turmas de Libras (Língua Brasileira de Sinais) da graduação da UFRGS, oferecidas para os cursos de Licenciatura, que foram respondidos no início e ao final da disciplina. Os questionários, ainda em processo de análise, indicam que, a maioria dos graduandos nunca teve contato anterior com surdos e diz não saber se comunicar com os mesmos nas escolas. Quando respondem saber como se comunicar com eles, dizem fazer isso através de gestos ou escrita. Muitos desses acadêmicos também dizem não saber que um interprete, por exemplo, é garantido por lei para a acessibilidade na comunicação dos surdos. Além disso, mesmo após o término da disciplina de Libras, alguns ainda colocam a língua de sinais como sendo “uma linguagem” e não uma língua. E, quando se questiona sobre o melhor espaço para a educação de surdos ,há entrevistados que sugerem a escola comum em situação de inclusão com ouvintes, contrariando a maioria dos professores atuantes na área (inclusive os que ministram a disciplina), que defendem as escolas bilíngües como espaço mais adequado para os primeiros anos de escolarização das crianças surdas, escolas que trabalham com a língua de sinais e o português escrito.</span></div>
